Abdulai Jalloh

Position: Director of Associates

Abdulai Jalloh is an accomplished Monitoring and Evaluation (M&E) Specialist, Statistician, Data Scientist, and Socio-Economic Expert with over 30 years of experience designing and leading high-impact development programs and evaluations across Africa and Asia. He has extensive expertise in program evaluation, data management, geospatial analysis (GIS), and capacity building, working with international organizations, government agencies, and NGOs.

As Director of Associates at CMDA-SL, Abdulai leads research, assessments, and digital transformation initiatives, including developing MIS, business intelligence tools, and large-scale databases. He has successfully coordinated over 25 baseline, midline, and endline evaluations, developed M&E frameworks for government and donor-funded projects, and established quality assurance protocols that enhance data integrity.

His strong leadership in research, capacity building, stakeholder engagement, and digital innovation has influenced policy development, governance, and strategic planning. Abdulai's expertise in participatory research methods, advanced data analytics, and spatial data systems, positions him as a leading figure in applied research and program evaluation in Sierra Leone and beyond.

Frederick Hassan Konteh, PhD

Position: Chairman

Dr Fred Hassan Konteh is a social scientist and an experienced researcher with a background in Human Geography and Population Studies/Demography and over 20 years of experience in applied research and university teaching. His extensive research has involved working with inter-disciplinary teams, implementing large-scale evaluations, and engaging with policymakers, service providers, service users and other stakeholders in UK, Sierra Leone and Liberia. Apart from evaluation research, he has a strong interest in public policy, health services, child protection and development research, with a focus on generating research evidence to inform policy, planning, strategy and programming, and address social inequalities. A mixed methods researcher and experienced academic/trainer, Fred has trained and coached hundreds of undergraduate and postgraduate students and field research assistants in the theory, principles and practice of social research and how to combine quantitative and qualitative research approaches.

At CMDA-SL Fred has been providing technical expertise, leadership and quality assurance in implementing independent programme evaluations and development research projects for the Government of Sierra Leone, and major development partners, including the University of Georgia, UNICECF, Save the Children and GOAL Sierra Leone Northern Ireland.

Samuel Bonnie

Position: ICT/Database Officer

Samuel Bonnie is a detail-oriented and results-driven Data Management and ICT professional with over three years of experience in data analysis, survey design, and information systems management. As an ICT/Database Officer and Head of the Programmes Department at CMDA-SL, he oversees research and program implementation, managing a multidisciplinary team to ensure the successful execution of projects and also leads the development and implementation of data management systems, ensuring efficiency, security, and compliance with data protection policies. He has extensive experience in designing and encoding complex quantitative questionnaires using KoBoToolbox, SurveyCTO, and ODK, managing high-quality data collection processes, and overseeing data servers to ensure timely, accurate, and complete data transmission.

Samuel specialises in database management, statistical analysis, and data visualisation using SPSS, R, SQL, Excel, Power BI, and Tableau, enabling data-driven decision-making. He plays a key role in training field data collectors on mobile data collection tools, quality control measures, and best practices in research methodology.

In his leadership role, he mentors and trains field data collectors, research staff, and project teams on mobile data collection tools, quality control measures, and best practices in research methodology. He develops secure data-sharing protocols, optimises digital infrastructure, and ensures routine data cleaning and validation to maintain high data integrity.

With a strong background in IT, server monitoring, and data security, Samuel provides technical support, troubleshoots system issues, and ensures the smooth operation of CMDA-SL’s data management platforms. He is an excellent communicator, capable of simplifying complex data concepts for diverse stakeholders, and is passionate about using technology to enhance research outcomes, policy development, and program impact.

Position: Admin Assistant

Holds a Bachelor of Social Sciences degree in Peace and Conflict Studies, a certification in Human Resource Management for People Managers, and a Graphic Design certification, blending interdisciplinary knowledge with a practical skill set to deliver results. Proficient in managing staff logistics, including recruitment, training, and performance management, while fostering a collaborative and productive work environment. Skilled in managing procurement processes, from vendor relations and contract agreements to ensuring compliance with procurement policies.

With a background in data management, including the creation of specialized databases to track procurement activities, and staff attendance ensuring timely access to critical information. Position: Finance /Admin Officer

A dedicated and results-driven finance and administrative professional with over 15 years of progressive experience in financial management, human resources, project coordination, and administrative operations. Holds a Bachelor’s Degree in Community Development from The Evangelical College of Theology. Also possesses multiple accounting diplomas and certifications in business studies and financial documentation.

Proven track record in managing donor-funded projects, budgeting, procurement, audit preparation, financial reporting, payroll, and compliance. Demonstrated expertise in maintaining accurate financial records, implementing internal controls, and supporting programmatic teams across humanitarian and development sectors. Skilled in working with both national, international organizations and NGOs, including CMDA-SL, COOPI, Welbodi Partnership, Develop Africa, and World Vision.

With a Bachelor of Science degree in Computer Science, he possesses a solid educational foundation in information technology and database management. His role at CMDA-SL encompasses a wide range of critical responsibilities, including database design and development, where he ensures the creation and maintenance of efficient, scalable, and secure relational databases using tools such as MySQL, PostgreSQL, and SQL Server. Alpha is also instrumental in website development and management, playing a key role in designing and maintaining client websites with a focus on seamless data integration, enhanced user accessibility, and optimal performance.

In addition to his technical expertise, Alpha is a trusted in-house IT support professional, adept at troubleshooting complex hardware and software issues to minimize downtime and enhance organizational productivity. Sei Bartholomew Boima is a dedicated and results-driven Qualitative Research and Data Analysis Specialist with extensive experience in field supervision, thematic analysis, and proposal development. With a strong academic background in Business Administration specialized in Procurement and Logistics Management at Milton Margai Technical University and a Specialization in Methods and Statistics in Social Sciences at the University of Amsterdam, Sei has honed his skills in qualitative data collection, coding, and report writing.

He has successfully supervised and participated with research teams across multiple projects in collaboration with international organizations such as Save the Children International, UNICEF, the International Rescue Committee (IRC), and the Center on Human Trafficking Research and Outreach (CenHTRO). Sei is proficient in Qualitative Research Methodologies, Key Informant Interviews (KII), Focus Group Discussions (FGD), and the use of digital data collection tools like KOBO Collect, ODK, and Survey CTO.
